Area Appeals Panel (AAP) Chair

Purpose:

To Chair the North West Hockey Area Appeals Panel (AAP), consulting the ALMC Chair and NWH Board Directors.

Key Tasks of the Role:

• Form the Area Appeals Panel (AAP) comprising of three Individuals, Chair and two individuals, who can be

Directors and Chairs of the Lead Committees.

• As soon as practicable after the receipt of the Appeal Notice to the appeals@northwesthockey.co.uk email

inbox, form the three person AAP as set out in the Area Adult League Regulations Clause 16, and give

directions for further conduct of the appeal.

• All AAP Appeal hearings must take place virtually either by Teams or Zoom within 28 days of receipt of the

Appeal Notice.

• Ensure that the AAP individuals declare any conflicts of interests in advance of the AAP hearing.

• Ensure the AAP hearing considers their decisions as set out in Adult League Regulations, 16.3 and 16.4.

    o 16.3 Every Appeal will be limited to a review of the decision of the ALMC unless the AAP considers

 that in the circumstances of the individual Appeal it would be in the interests of justice to treat the

 Appeal as a re-hearing of the matter (whether or not an oral hearing has been directed, and whether or

 not there is additional evidence available to the AAP than was before the ALMC).

  o 16.4 The AAP will allow an Appeal where the decision of the ALMC was (a) wrong; or (b) unjust because

of a serious procedural or other irregularity in the procedure followed by the ALMC in reaching the

decision.

• The decision of the Appeal shall be notified in writing to the parties to the Appeal within 48 hours of the

decision. Succinct reasons for the decision shall be sent to the parties to the Appeal and the EHCD (Email:

competitions.info@englandhockey.co.uk ) within 7 days of the decision. The Chair of the AAP may extend the

timetable in this paragraph, as set out Area Adult League Regulations Clause 16.6.1.
